MAIN ACTIVITIES UNDER THE CURRENT FEASIBILITY STUDY:

  • REVIEW AND SUMMARY OF THE DEVELOPMENT PLAN AND STRATEGY FOR ERTMS OF BULGARIA TOGETHER WITH ACCOMPANYING CONCLUSIONS – COMMITMENTS OF OUR COUNTRY FOR THE DEPLOYMENT OF ERTMS, FIXED DEADLINES AND LACK OF ENSURED FINANCE SOURCES FROM OPT AND NATIONAL FUNDS.
  • DESCRIPTION OF THE CURRENT SITUATION IN SE NRIC CONCERNING THE SIGNALLING AND TELECOMMUNICATION SYSTEMS– CONSTRUCTED, UNDER CONSTRUCTION AND PLANNED FOR IMPLEMENTATION; LAY OUT OF THE FIBER OPTIC CABLES, DESCRIPTION OF COMPUTER AND ROUTE-RELAY INTERLOCKING AND OTHER RELEVANT ELEMENTS, ILLUSTRATED WITH MAPS AND SCHEMES.
  • EVALUATION AND ANALYSIS OF THE NECESSITIES SPECIFICLY FOR THE SOFIA-PERNIK-RADOMIR-KULATA RAILWAY LINE IN THE CONTEXT OF THE DEPLOYMENT OF ERTMS, WITH WELL-GROUNDED OBJECTIVE FOR THE PROJECT IMPLEMENTATION, NAMELY THE DEVELOPMENT OF THE SYSTEMS ALONG THE EXISTING ALIGNMENT.
  • CALCULATION OF THE INDICATIVE COST VALUE OF THE PROJECT BASED ON THE RESULTS FROM THE NECESSITIES ASSESSMENT. THE SAME MUST COMPLY WITH THE REQUIREMENTS FOR ELIGIBILITY AND THE AMOUNT SPECIFIED IN THE INSTRUCTIONS TO THE CALL FOR PROPOSALS, IN ORDER THE PROJECT TO RECEIVE THE REQUESTED FUNDING, AS A MINIMUM:
    o INVESTMENTS FOR STUDY AND DESIGN, NECESSARY FOR THE SELECTION OF APPROPRIATE EQUIPMENT, ALLOWING MAXIMUM ADAPTATION OF THE EXISTING SYSTEMS, A STUDY OF THE COSTS, AND A PREPARATION OF DETAILED TERMS OF REFERENCE FOR THE DEPLOYMENT OF THE SYSTEM ALONG THE RAILWAY LINE;
    o OVERALL EXPENDITURES RELATED TO THE PROJECT MANAGEMENT AND IMPLEMENTATION AS WELL AS COSTS OF THE SYSTEM TESTING;
    o COSTS FOR CONFORMITY AND INTEROPERABILITY ASSESSMENT, AND CERTIFICATION BY AN AUTHORIZED COMPANY;
    o COSTS FOR EQUIPMENT SUPPLY, DEPENDING ON THE SELECTED COMPONENTS, SUCH AS EUROBALISES, FIXED BALISES, CONNECTING BALISES, EUROLOOP, EURORADIO-INFIL UNIT, LEU AND INTERFACING OF INTERLOCKING, CENTRALISED COMMAND SYSTEM FOR LEVEL 1;
    o COSTS FOR CONSTRUCTION, INCL. ENSURING THE SITES, POWER SUPPLY, CONSTRUCTION WORKS, FUNCTIONAL TESTS, ETC.
  • REVIEW OF THE FUNDING OPPORTUNITIES – A COMPLETE SHORTAGE OF AVAILABLE OWN RESOURCES OF SE NRIC”, LIMITED FINANCIAL RESOURCES UNDER OPTTI, ALLOCATED FOR THE IMPLEMENTATION OF OTHER PROJECTS, AND EVENTUALLY – THE ONLY POSSIBILITY IS THE CEF FUNDING;
  • ANALYSIS OF THE ALTERNATIVES UNDER CEF – THE CURRENT CALL FOR PROPOSALS IS RELEVANT TO OUR NECESSITIES, THE PROJECT IS SUIT TO THE FUNDING REQUIREMENTS, THE AID INTENSITY IS HIGH – 85%, NATIONAL CO-FINANCING OF 15% HAS TO BE GRANTED AS A STATE BUDGET COMMITMENT.
  • CONCLUSIONS AND RECOMMENDATIONS ON THE PREPARATION AND SCOPE OF THE PROJECT

DEVELOPMENT OF AN INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030

INFRACARE AD DEVELOPED NATIONAL TRANSPORT MODEL AND INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030 TOGETHER WITH THE GERMAN COMPANY PTV TRANSPORT CONSULT GMBH.

THE INTEGRATED TRANSPORT STRATEGY OF THE REPUBLIC OF BULGARIA FOR THE PERIOD UNTIL 2030 HAS BEEN APPROVED BY DECISION No. 336 / 23.06.2017 OF THE MINISTERIAL COUNCIL. THE INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030 PROVIDES SUPPORT TO THE BULGARIAN ADMINISTRATION AS A TOOL FOR CONTINUOUS AND SUSTAINABLE DEVELOPMENT OF SOLUTIONS AND INVESTMENT PLANNING IN THE TRANSPORT SECTOR.

THE STRATEGY COVERS THE PRIORITIES AND REQUIREMENTS SET IN THE EX-ANTE CONDITIONALITIES OF THE EUROPEAN COMMISSION FOR THE ABSORPTION OF THE EU FUNDS IN THE 2014 – 2020 PERIOD, AS WELL AS IN THE REGULATIONS ON THE TRANS-EUROPEAN TRANSPORT NETWORK. THE STRATEGY FACILITATE TO THE SUSTAINABLE DEVELOPMENT OF THE TRANSPORT INFRASTRUCTURE BASED ON A BALANCE OF SOCIAL, ECONOMIC AND ENVIRONMENTAL REQUIREMENTS.

THE FOLLOWING ACTIVITIES WERE INCLUDED:

  • ANALYSIS OF THE TRANSPORT SECTOR, COVERING ALL MODES OF TRANSPORT: ROAD, RAILWAY, INLAND WATERWAY, MARITIME, AIR AND INTERMODAL;
  • CREATED STRATEGIC TECHNICAL ELECTRONIC DATABASE;
  • PREPARED NATIONAL TRANSPORT MODEL;
  • SPECIFIC TRAININGS CONDUCTED FOR THE USE OF THE SOFTWARE;
  • IDENTIFIED NATIONAL GOALS AND PRIORITIES TO MEET THE NEEDS IDENTIFIED;
  • DETERMINED MEASURES SUITABLE TO ACHIEVE THE OBJECTIVES SET;
  • IDENTIFIED PROJECTS ENTAILED BY THE MEASURES DEVELOPED;
  • PREPARED A STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) AND A COMPATIBILITY ASSESSMENT (CA);
  • АN ANALYSIS AND EVALUATION OF THE ADMINISTRATIVE CAPACITY OF THE BENEFICIANS OF THE PROJECT;
  • DEVELOPED INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030.

SPECIALIZED TRAINING OF 6 EMPLOYEES OF THE MINISTRY OF TRANSPORT, INFORMATION TECHNOLOGIES AND COMMUNICATIONS WERE CONDUCTED FOR WORKING WITH THE PTV VISUM TRANSPORT MODELING SOFTWARE. 3 DISCUSSION FORUM WERE CONDUCTED WITH OVER THAN 100 PARTICIPANTS AND A TECHNICAL MEETING WAS ORGANIZED BETWEEN REPRESENTATIVES OF THE MINISTRY OF TRANSPORT, THE EUROPEAN COMMISSION AND “INFRACARE” AD FOR THE DISCUSSION OF THE FINAL VERSION OF THE STRATEGY. 4 VISUM SOFTWARE LICENSES WERE SUBMITTED TO THE MINISTRY WITH A TECHNICAL MAINTENANCE UNTIL 2022.

THE PROJECT IS CO-FUNDED BY THE STRUCTURAL FUNDS OF THE EU AND THE STATE BUDGET UNDER OPERATIONAL PROGRAMME “TRANSPORT” 2014-2020.
