THE MAIN OBJECTIVE OF THE REPORT PREPARATION OF AN ANALYSIS – WITH ADDITIONAL DOCUMENTS AND INFORMATION PRESENTED IN THE FORM OF MAPS AND GRAPHICS – TO SERVE AS VISION AND GOALS FOR THE DEVELOPMENT OF THE BURGAS PORT FOR THE PERIOD UP TO 2040 SO AS TO INCREASE THE USE OF WATER TRANSPORT, AND TO ATTRACT CARGO FROM THE ROAD AND RAILWAY TRANSPORT TO AND FROM THE PORT OF BURGAS.

THE FOLLOWING SPECIFIC OBJECTIVES WERE ACHIEVED THROUGH THE PROJECT:

  • IDENTIFICATION OF THE POTENTIAL TYPES OF CARGO THAT CAN BE TRANSPORTED BETWEEN THE DANUBE PORTS AND BURGAS PORT. REQUIRED INFRASTRUCTURE. BARRIERS TO BUSINESS;
  • IDENTIFICATION OF PROBLEMS THAT IMPEDE THE FURTHER DEVELOPMENT AND IMPROVEMENT OF PORT INFRASTRUCTURE;
  • IDENTIFYING THE PROSPECTS FOR MORE EFFICIENT USE OF PORT INFRASTRUCTURE CAPACITY;
  • INDICATION OF THE POSSIBILITIES FOR IMPROVING THE SERVICE OF THE SHIPS AS A PREREQUISITE FOR INCREASING THE BENEFICIAL EFFECTS OF THE CARGO TRANSPORT ACTIVITY OF THE MARITIME TRANSPORT;
  • INDICATION OF THE POSSIBILITIES FOR CHANGING OF THE TYPES OF TRANSPORT (MULTIMODAL TERMINALS) IN CARGO HANDLING THROUGH THE PORT OF BURGAS;
  • REVIEW OF THE CONDITION OF THE TRANSPORT (MARITIME TRANSPORT) AND LOGISTICS SECTOR IN THE BURGAS REGION AND ITS CONTRIBUTION TO THE SOCIO-ECONOMIC DEVELOPMENT OF THE COUNTRY, INCLUDING THE CONNECTIONS AND THE POTENTIAL FOR DEVELOPMENT OF THE INDUSTRIAL ZONES IN THE BURGAS REGION;
  • REVIEW OF THE TRENDS IN TRANSPORT AND LOGISTICS DEVELOPMENT AND ANTICIPATED PLACE OF THE DANUBE AND INLAND WATERWAY TRANSPORT IN THE FUTURE.

MAIN PROJECT TASKS:

  • PROVISION OF TRAIN OF TWO LOCOMOTIVES TYPE 1116 OF RAIL CARGO, EQUIPPED WITH EC PANTOGRAPHS;
  • SELECTION OF CONTROL SECTION FOR MEASUREMENTS IN THE DIMITROVGRAD – SVILENGRAD RAILWAY SECTION AND PROVIDING OF TRACK POSSESSION;
  • INSTALLATION OF MEASUREMENT EQUIPMENT IN THE TWO LOCOMOTIVES;
  • MEASUREMENT OF DISTANCE, SPEED, TIME, CURRENT AND DURATION OF ARC APPEARING BETWEEN THE PANTOGRAPH AND THE CONTACT WIRE AT DECLARED RAILWAY LINE SPEED OF 160 KM/H (200 KM/H);
  • MEASUREMENT OF UPLIFT AT THE SUPPORT DURING THE MOVEMENT OF THE TRAIN WITH TWO LOCOMOTIVES.

DEVELOPMENT OF A PRELIMINARY BUSINESS PLAN FOR NEW REGULAR RAILWAY SERVICE FOR TRANSPORT OF MULTIMODAL LOAD UNITS FROM PORT OF BURGAS (REPUBLIC OF BULGARIA) TO FREE ZONE PIROT (SERBIA)

ИНФРАКЕЪР АД изготви предварителен бизнес план, целящ да развие нова редовна железопътна услуга за превоз на мултимодални единици товари по направлението пристанище Бургас (Република България) – Свободна зона Пирот (Република Сърбия).

Основната цел на проекта беше да се подобрят и популяризират връзките между пристанище Бургас и хинтерланда чрез железопътен транспорт, като по-евтина и екологосъобразна алтернатива на превоза с камиони, което да осигури повече товари и да повиши конкурентоспособността на пристанището.

Основните задачи по проекта бяха:

  • Насърчаване на устойчивото развитие на товарния транспорт;
  • Оптимизиране на съществуващите операции на железопътния и морски транспорт;
  • Развитие на интермодален транспорт;
  • Идентифициране на социални и икономически цели.

В разработката е направена оценка на въздействието на околната среда от евентуалното прехвърляне на товарите от пътен към железопътен транспорт.

Проектът беше възложен в изпълнение на дейност 7.1 от работен пакет 7 „Осъществяване на пилотен проект” от проекта „Мултимодална платформа Адриатическо море – река Дунав – Черно море”/ Adriatic-Danube-Black Sea multimodal platform/ (ADB multiplatform), съфинансиран със средства по Оперативна програма за транснационално сътрудничество „Югоизточна Европа” 2007 – 2013 г.

ELABORATED A CONCEPT FOR THE DEVELOPMENT OF THE BULGARIAN PORTS OF NATIONAL IMPORTANCE WITH A VIEW TO IMPROVING THE TECHNICAL CAPABILITIES, TECHNOLOGY AND ORGANISATION OF WORK IN ACCORDANCE WITH THE REQUIREMENTS OF THE EUROPEAN STANDARDS, AND BRINGING THE PORT FACILITIES IN LINE WITH THE NATIONAL AND INTERNATIONAL ENVIRONMENT PROTECTION REQUIREMENT. THE CONCEPT HAS BEEN ELABORATED IN ACCORDANCE WITH THE GUIDELINES AND LEGISLATION OF THE COMMUNITY AND THE STRATEGY FOR DEVELOPMENT OF THE TRANSPORT INFRASTRUCTURE AND THE LEGISLATION OF THE REPUBLIC OF BULGARIA.

  • ANALYSIS OF THE SUPPLY AND DEMAND FOR TRANSPORT SERVICES AT THE PORTS;
  • OPTIONS FOR FUNDING THE DEVELOPMENT OF THE PORTS BY EU AND/OR OTHER FUNDS, PROGRAMMES AND DONORS;
  • DEVELOPMENT AND MODERNIZATION OF CARGO HANDLING TECHNOLOGIES;

  • EVALUATION AND ANALYSIS OF THE NECESSITIES SPECIFICLY FOR THE SOFIA-PERNIK-RADOMIR-KULATA RAILWAY LINE IN THE CONTEXT OF THE DEPLOYMENT OF ERTMS, WITH WELL-GROUNDED OBJECTIVE FOR THE PROJECT IMPLEMENTATION, NAMELY THE DEVELOPMENT OF THE SYSTEMS ALONG THE EXISTING ALIGNMENT.

  • ANALYSIS OF THE ALTERNATIVES UNDER CEF – THE CURRENT CALL FOR PROPOSALS IS RELEVANT TO OUR NECESSITIES, THE PROJECT IS SUIT TO THE FUNDING REQUIREMENTS, THE AID INTENSITY IS HIGH – 85%, NATIONAL CO-FINANCING OF 15% HAS TO BE GRANTED AS A STATE BUDGET COMMITMENT.

INFRACARE AD DEVELOPED NATIONAL TRANSPORT MODEL AND INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030 TOGETHER WITH THE GERMAN COMPANY PTV TRANSPORT CONSULT GMBH.

THE INTEGRATED TRANSPORT STRATEGY OF THE REPUBLIC OF BULGARIA FOR THE PERIOD UNTIL 2030 HAS BEEN APPROVED BY DECISION No. 336 / 23.06.2017 OF THE MINISTERIAL COUNCIL. THE INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030 PROVIDES SUPPORT TO THE BULGARIAN ADMINISTRATION AS A TOOL FOR CONTINUOUS AND SUSTAINABLE DEVELOPMENT OF SOLUTIONS AND INVESTMENT PLANNING IN THE TRANSPORT SECTOR.

THE STRATEGY COVERS THE PRIORITIES AND REQUIREMENTS SET IN THE EX-ANTE CONDITIONALITIES OF THE EUROPEAN COMMISSION FOR THE ABSORPTION OF THE EU FUNDS IN THE 2014 – 2020 PERIOD, AS WELL AS IN THE REGULATIONS ON THE TRANS-EUROPEAN TRANSPORT NETWORK. THE STRATEGY FACILITATE TO THE SUSTAINABLE DEVELOPMENT OF THE TRANSPORT INFRASTRUCTURE BASED ON A BALANCE OF SOCIAL, ECONOMIC AND ENVIRONMENTAL REQUIREMENTS.

THE FOLLOWING ACTIVITIES WERE INCLUDED:

  • ANALYSIS OF THE TRANSPORT SECTOR, COVERING ALL MODES OF TRANSPORT: ROAD, RAILWAY, INLAND WATERWAY, MARITIME, AIR AND INTERMODAL;
  • CREATED STRATEGIC TECHNICAL ELECTRONIC DATABASE;
  • PREPARED NATIONAL TRANSPORT MODEL;
  • SPECIFIC TRAININGS CONDUCTED FOR THE USE OF THE SOFTWARE;
  • IDENTIFIED NATIONAL GOALS AND PRIORITIES TO MEET THE NEEDS IDENTIFIED;
  • DETERMINED MEASURES SUITABLE TO ACHIEVE THE OBJECTIVES SET;
  • IDENTIFIED PROJECTS ENTAILED BY THE MEASURES DEVELOPED;
  • PREPARED A STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) AND A COMPATIBILITY ASSESSMENT (CA);
  • АN ANALYSIS AND EVALUATION OF THE ADMINISTRATIVE CAPACITY OF THE BENEFICIANS OF THE PROJECT;
  • DEVELOPED INTEGRATED TRANSPORT STRATEGY FOR THE PERIOD UNTIL 2030.

SPECIALIZED TRAINING OF 6 EMPLOYEES OF THE MINISTRY OF TRANSPORT, INFORMATION TECHNOLOGIES AND COMMUNICATIONS WERE CONDUCTED FOR WORKING WITH THE PTV VISUM TRANSPORT MODELING SOFTWARE. 3 DISCUSSION FORUM WERE CONDUCTED WITH OVER THAN 100 PARTICIPANTS AND A TECHNICAL MEETING WAS ORGANIZED BETWEEN REPRESENTATIVES OF THE MINISTRY OF TRANSPORT, THE EUROPEAN COMMISSION AND “INFRACARE” AD FOR THE DISCUSSION OF THE FINAL VERSION OF THE STRATEGY. 4 VISUM SOFTWARE LICENSES WERE SUBMITTED TO THE MINISTRY WITH A TECHNICAL MAINTENANCE UNTIL 2022.
